State Attorney General and Commissioner of Justice, Alhaji Ahmed El-Marzuq announced on Wednesday in Katsina, that the governor of Katsina State, Governor Aminu Masari has signed a restricting order on the use of commercial motorcycles and tricycles across the state, between the hours of 7pm and 6am, taking effect from 20 January 2020.
The power to “sign an order” as conferred on the state governor, according to “Section 5, sub section 2 of the 1999 Constitution as amended”
“The order is Motorcycle and Tricycle Restriction Movement 2020. Under the order, he has prohibited the movement of motorcycles and tricycles across the state, from the hours of 7pm to 6am, with effect from 20th January, 2020. This order shall apply to everyone in the state”. He said.
However, there are exceptions to this order, he added.
” The order shall not apply to the members of the armed forces, the police, other paramilitary agencies like the FRSC, civil defence, immigration, customs and other security agents,” he said.
Justice El-Marzuq warned that it is important for everyone to obey this order, warning that violators would be jailed for up to one year with option of fine or both as stated by the penal code.
El-Marzuq said that the measure was aimed at safe guarding the lives and property of the people of Katsina state.
“Most of the kidnappings and other criminal activities are perpetuated within these hours, using this means of transportation.
“People are not restricted to move, they can use motor vehicles.
He also added that the order will be reviewed when the peace and safety in the state is restored.
